The Clinical Framework for the Delivery of Health Services to Injured Workers

Clinical Framework Objectives

  • To optimise quality of care and outcomes for injured workers in return to function and work;
  • To set standards and clear expectations for healthcare professionals;
  • To establish accountability for effectiveness of service provision;
  • To provide a consistent foundation for discussion amongst stakeholders and sound decision making;
  • To be the basis for clinical reviews by the Clinical Panel and reviews of claims by VWA insurance agents; and
  • To provide a framework based on best clinical practice for the VWA to educate, support and work with healthcare professionals.

Clinical Framework Development

Clinical Framework was developed with experienced researchers and health professionals to give providers clearer expectations and more valuable guidance in the delivery of health services to injured workers.

The Clinical Framework has been widely accepted by representative healthcare professional associations. The following associations have provided their support for the Clinical Framework:

  • Australian Acupuncture and Chinese Medicine Association Ltd;
  • Australian Osteopathic Association (Victorian Branch);
  • Australian Physiotherapy Association (Victorian Branch);
  • Australian Psychological Society (Victorian and National Branches);
  • Chiropractic and Osteopathic College of Australasia; and
  • Chiropractors’ Association of Australia (Victorian Branch).

Service Provider Expectations

It is expected that all acupuncture, chiropractic, osteopathy, physiotherapy, psychology and remedial massage providers who provide services to injured workers as part of the Victorian Workers’ Compensation Scheme will become familiar with the framework and integrate its principles into their daily practice. These principles reflect contemporary evidence based clinical practice in healthcare and are integral to the provision of quality health services to injured workers.

What are the future implications for the Clinical Framework?

The Clinical Framework will continue to be refined based on the best evidence available and introduced to all healthcare professionals in stages, with the initial focus on the allied healthcare professionals (i.e. physiotherapists, chiropractors, osteopaths, psychologists, remedial massage providers and acupuncturists). The Clinical Framework will also form part of the foundation for future VWA policies regarding allied health treatment.
