Approval of an HSR Training Course

The Occupational Health and Safety Act 2004 (OHS Act) gives health and safety representatives (HSRs) an entitlement to training in occupational health and safety. Section 67(3) stipulates that this training must be approved.

WorkSafe Victoria approves three types of OHS training:

  • Initial Course
  • Refresher Course
  • Other training as allowed for under s.69(1)(d) of the OHS Act

A provider must first have their initial level course application approved before they are permitted to deliver an approved refresher or other approved course.

Information Session

Providers who intend submitting an Initial Course for approval must attend an Information Session before forwarding their application to WorkSafe.  Conduct of Information sessions is suspended for the remainder of 2008.

Initial Course

The links below provide key information about how to submit an initial level course for approval:

  • Learning Outcomes - Potential providers must develop and deliver the initial level training course for HSRs in accordance with the set of learning outcomes and the course content as determined by WorkSafe Victoria.
  • Approval Conditions - Potential providers in their application must submit evidence demonstrating how they intend to comply with the Approval Conditions.
  • Implementation Guide – This document has been developed to assist potential providers when gathering and preparing evidence required for a completed application
  • Self Review Matrix – This document must be used and submitted by potential providers with the application,  to record evidence of compliance with the WorkSafe Victoria’s Conditions of Approval .

Application Forms for HSR Initial Training

The following forms must be completed and forwarded along with the course application to WorkSafe Victoria:

  • Application Form – Must be completed by the organisation applying to become an WorkSafe approved HSR training provider.
  • Identification Form- Must be completed to confirm the identity of the organisation applying to become an approved HSR training provider.
  • Identification form- Must be completed to confirm the identity of individual trainers, applying to deliver approved HSR training.

Refresher training

To qualify for approval to deliver a refresher course a training provider must have been approved for 6 months to deliver the initial course. For further information view:

The organisation also needs to complete an OHS Refresher Course Application Form

Other approved training

To qualify for approval to deliver training approved under s.69 of the OHS Act 2004 a provider must already be approved to deliver the initial course. Further information - Section 69 training - Process and criteria for approval
