Who should complete this form

Anyone who wants to manufacture, store, sell or import explosives must complete this form.

A person who operates a major hazard facility that is licensed under other Victorian legislation is not required to hold a licence to manufacture or store explosives. However, they are subject to all duties, obligations and requirements placed on the licensee by the Dangerous Goods (Explosives) Regulations 2022.
