The WorkSafe Board is accountable to the Government, stakeholders and society.

John Merritt - Chairman

John joined the WorkSafe Board as Chair on 1 November 2019. He is Chair of People and Culture, and a member of the Audit and Risk Committees. John chairs the statutory Occupational Health & Safety Advisory Committee and WorkCover Advisory Committee. He also chairs the Legal Liaison Group.

John is a member of the TAC Board and is a member of their Audit Committee and Remuneration Committee.

John was a successful senior executive for 20 years. He was the Chief Executive of VicRoads, the Chief Executive Officer of the Environment Protection Authority Victoria and Executive Director of Health and Safety, at WorkSafe Victoria. He was also the Chief Executive of the National Safety Council of Australia and held senior management roles in the Fletcher Challenge organisation.

Jane Brockington - Non Executive Director

B.Eco, GradDip (Economics), FIFAA (Vic)

Jane was appointed a non-executive Director of the WorkSafe Victoria Board in August 2017. Jane is the Principal of Bridging Policy and Practice where her work encompasses regulatory design and practice, governance and integrity and strategy, transformation and capability building.

Jane is also a non-executive Director on the board of TRY Australia and the Transport Accident Commission (TAC); she chairs the Audit and Risk Committees for VicRoads and Victoria Police and is a member of the Victoria Police Corporate Advisory Group and the Melbourne Forum Membership Committee. Previously Jane held leadership roles in the Victorian public sector including CEO of the Victorian Commission for Liquor and Gambling Regulation and the 2009 Victorian Bushfires Royal Commission.

Flavia Gobbo - Non Executive Director

Flavia Gobbo commences her term as a Non-Executive Director on 1 January 2020 and brings with her a wealth of experience in workplace injury insurance, corporate law and governance.

Flavia is currently the Chair of WorkCover Queensland, having previously served as Chair of the former Queensland Workers Compensation regulator, QComp.

She is also Chair of the Emergency Services Telecommunications Authority (ESTA); the Deputy Chair of Rowing Australia and food charity SecondBite; and was previously a director of Employers Mutual Limited.

An experienced senior lawyer, Flavia is admitted as a legal practitioner of the High Court of Australia, the Supreme Court of Victoria and the Supreme Court of Queensland.

Doug Kearsley - Non Executive Director

Doug was appointed a non-executive director of the WorkSafe Victoria Board in April 2017. Doug has over 30 years’ experience working at a Senior Executive and Board level in the statutory insurance and finance sector including significant roles with the Transport Accident Commission of Victoria (TAC), WorkSafe Victoria, the Victorian Managed Insurance Authority (VMIA) and ESSSuper (current Director).

Elizabeth Lukin - Non-Executive Director

Elizabeth was appointed to the WorkSafe Board in October, 2019.

Elizabeth is a strategic communications professional with over 25-years experience consulting to leaders in business, sport, government, NFP and membership organisations and unions.

Beginning her working life as a nurse, Elizabeth was most recently General Manager of Corporate Affairs and Communications for the Australian Football League, following a career as an owner and director of one of Australia’s most successful public affairs, research and campaign agencies, Essential Media Communications.

Elizabeth has specialised in issues and crisis communications management, and her professional practice is driven by research strategies that seek to understand public and stakeholders views, and broader social themes that drive consumer, fan and citizen behaviour.

Peter McMullin - Non Executive Director

B.Laws, B.Com

Peter was appointed as a non-executive Director of the WorkSafe Victoria Board in February 2018. He holds the position of Special Counsel at the law firm Cornwall Stodart. His diverse and high profile career includes 25 years' experience running a legal practice. Peter is the immediate past President of the Victorian Employers' Chamber of Commerce and Industry (VECCI) and has held various prominent community and organisational leadership roles. He has high level expertise in commercial and financial management, and is an experienced consultant and mediator across the public and private sectors.

Julie Warren - Non-Executive Director

Julie Warren was appointed to the WorkSafe Board in October, 2019.

Julie has recently retired from the National Union of Workers, a 50,000 membership organisation covering workers in the warehousing, manufacturing, food, dairy, agriculture, pharmaceutical, chemical and oil, and market research industries.

Julie served as an organiser, educator, negotiator and campaigner for the union before being the first woman elected as President of the Victorian Branch.

Julie's commitment over more than 2 decades to workers has given her a deep understanding of the issues of work, and the impact of a changing economy on individuals, their families and their communities.

Julie has been at the forefront of campaigns that have delivered significant social change, and has represented the view of workers and their families to Governments, businesses and to the broader community.

Julie's key strengths are understanding all stakeholders, and she has worked with employees, employers, industry groups as well as State and Federal Government.

Julie currently sits on the Board of the Portable Long Service Leave Authority, Chair of Migrant Workers Centre inc and Board member LUCRF Super Community Program.

Maria Wilton AM - Non-Executive Director


Maria has a broad range of experience in the investment sector, and has held senior leadership positions in both asset management and superannuation.

She is a Member of the Board of Governors of the Charted Financial Analyst Institute, Deputy Chair of Infrastructure Victoria and a Director of Victorian Funds Management Corporation. She is Chair of the National Diversity Committee and a Member of the Advocacy Council of the Chartered Financial Analyst Societies Australia. She is also a Fellow of the Australian Institute of Company Directors and the Australian Institute of Superannuation Trustees.

Maria is the former Managing Director and Chair of Franklin Templeton Investments Australia and Senior Director of International Advisory Services – a role she held for 12 years. She was previously a Board Member of the Financial Services Council, and a Trustee Director of AGEST and Emergency Services & State Super.

She has also been a Director of Melbourne Water, the Transport Accident Commission, the National Breast Cancer Foundation and Victoria Legal Aid.

Maria was appointed as a Member of the Order of Australia in the 2019 Australia Day Honours list for significant service to the business and finance sector, and to the community.

She holds a bachelor of economics from the University of Tasmania and is a Chartered Financial Analyst charter holder.
