Bob Cameron

Bob is an experienced Chair of Government entities and served as a Victorian and local government Minister from 1999 to 2010, including as Minister for WorkCover, Police, Emergency Services, Corrections and Agriculture. As Minister for WorkCover, he oversaw the reintroduction of common law rights into the WorkSafe compensation scheme in the early 2000s and led significant reforms to strengthen occupational health and safety outcomes.
Bob is currently a Non-Executive Director of the Transport Accident Commission. He has a long history of involvement with organisations in Central Victoria, including Coliban Water, Bendigo Health, where he served as Chair during construction and subsequent expansion of the new hospital, and Bendigo Emergency Housing (now Haven). He has also served as Chair and Board Director of a range of not-for-profit organisations within his local community.
Bob is a lawyer by profession.

Dan O’Brien

Dan O’Brien has extensive experience across the public and private sectors.
As CEO of Cladding Safety Victoria, Dan has overseen the effort to reduce the risks associated with combustible cladding across Victoria’s built environment.
In 2023, Dan was appointed Chair of the Expert Panel to oversee building reform in Victoria, and he is currently advising the Australian Government on modernising the National Construction Code.
Dan was previously Chief Executive of Incolink, delivering services to Victoria’s building and construction industry.
He has also held key executive roles at National Australia Bank and Medibank Private, as well as senior roles in the Victorian and Australian governments, including Chief Executive of Regional Development Victoria and Deputy Secretary of the Department of Regional Development, Arts and Sport (Australian Government).
Dan was also Chief of Staff to former Victorian Premier John Brumby.
He is a member of WorkSafe’s People and Culture Committee and attends meetings of the Occupational Health and Safety Advisory Committee, WorkCover Advisory Committee, and Return to Work Advisory Subcommittee.
Elizabeth Lukin

Elizabeth is a strategic communications professional with more than 25 years' experience advising leaders in business, sport, government, not-for-profit, membership organisations and unions.
Elizabeth is a Non-Executive Director of Albury Wodonga Health and Incolink. She began her career as a nurse and later established and led of one of Australia’s most successful public affairs, research and campaign agencies, Essential Media Communications. She also served as General Manager, Corporate Affairs and Communications at the AFL.
Elizabeth specialises in issues and crisis communications management, and her professional practice is informed by research-based strategies that explore public and stakeholder sentiment, as well as broader social themes influencing consumer, fan and citizen behaviour.
Elizabeth is the Chair of WorkSafe’s Risk Committee. She is a member of the People and Culture Committee and an attendee at meetings of the Finance and Audit Committee, Occupational Health and Safety Advisory Committee, WorkCover Advisory Committee, and Return to Work Advisory Subcommittee.
John Cain
Non-Executive Director

John is a distinguished Victorian legal and public sector leader whose career spans senior roles across the judiciary, coronial services, government legal administration, and the legal profession.
John served as a Judge of the County Court of Victoria, and State Coroner of Victoria, overseeing coronial investigations, leading systemic reviews to prevent future harm, and representing the jurisdiction on key national and state bodies including the Coronial Council, the National Coronial Information System Board. He also contributed to Court governance and reform serving on the Courts Council, the Judicial Commission Board, and the Judicial College of Victoria Board. John is currently the Chair of the TAC Board.
His earlier public sector leadership includes serving as the Victorian Government Solicitor from 2006 to 2011 and as Victoria’s Solicitor for Public Prosecutions from 2015 to 2019.
John’s career also encompasses senior roles in the legal profession, including serving as Chief Executive Officer of the Law Institute of Victoria and as a managing partner at Maurice Blackburn. Across all roles, he has built a reputation for integrity, steady leadership, and a deep commitment to improving the effectiveness and humanity of the justice system.
John is a member of WorkSafe’s Technology Committee and Risk Committee and attends meetings of the Occupational Health and Safety Advisory Committee, WorkCover Advisory Committee, and Return to Work Advisory Subcommittee.
Julie Warren
Non-Executive Director

Julie served at the National Workers Union for more than two decades as an organiser, educator, negotiator and campaigner, before being the first woman elected as President of the Victorian Branch. Her long-standing commitment to workers has given her a deep understanding of work-related issues and the impact of a changing economy on individuals, families and communities.
The Union is a 50,000 membership organisation covering workers in the warehousing, manufacturing, food, dairy, agriculture, pharmaceutical, chemical and oil, and market research industries.
Julie has been at the forefront of campaigns delivering significant social change and has represented the view of workers and their families to governments, businesses and the broader community. She has a strong understanding of stakeholder perspectives and has worked extensively with employees, employers, industry groups, and State and Federal governments.
Julie is the Chair of WorkSafe’s People & Culture Committee. She is a member of the Finance & Audit Committee and attends meetings of the Occupational Health and Safety Advisory Committee, WorkCover Advisory Committee, and Return to Work Advisory Subcommittee.
David Heath

David has more than 30 years’ experience in actuarial and financial consulting and provides advice to a broad range of injury and disability schemes, general insurers, financial services providers and government insurers.
He has extensive experience in accounting, finance and actuarial education and is currently a lecturer with the Centre of Actuarial Studies at the University of Melbourne.
David is an experienced Board Director across government, private, and not-for-profit sectors. He is currently a Director and Chair of the Audit and Risk Committee for the Victorian Children’s Cancer CoLab.
David is Chair of WorkSafe’s Finance & Audit Committee. He is a member of the Technology Committee and attends meetings of the Occupational Health and Safety Advisory Committee, WorkCover Advisory Committee, and Return to Work Advisory Subcommittee.
Nicola Burgess

Nicola is an experienced Non-Executive Director, Chair, advisor and CEO with cross-sector and international experience. She has deep expertise in commercial innovation, digital transformation, technology and growth ventures, having worked with organisations including Deloitte, British Telecom, and Australia Post.
Her diverse background includes working across government, mid-capitalisation, large public, listed and private companies. Nicola has led commercial ventures, complex transformation programs, post-merger integration, strategic direction setting, and business growth within regulatory environments.
Nicola is the Chair of WorkSafe’s Technology Committee. She is a member of the Risk Committee and attends meetings of the Occupational Health and Safety Advisory Committee, WorkCover Advisory Committee, and Return to Work Advisory Subcommittee.
