Andrew Cornell

Director, Premium & Self-Insurance, WorkSafe Victoria

Andrew brings over two decades of deep expertise in workers’ compensation, with a strong focus on WorkCover Premium. Throughout his career, he has held a wide range of roles across the scheme, delivering trusted insight, strategic leadership, and hands-on guidance to both WorkSafe and Victorian employers.

In his current role as Director of Premium & Self-Insurance, Andrew leads the design and delivery of the WorkCover Premium model and oversees the collection of premium revenue that funds the scheme. He also provides important regulatory oversight of Victoria’s 33 licensed self-insurers, ensuring these large employers are managing claims responsibly, improving outcomes, and most importantly, supporting injured workers effectively. 

Andrew is a passionate advocate for building employer capability. He is committed to demystifying the premium system and helping employers to understand how their claims experience and return to work performance directly impact the premiums they pay. His work is driven by a belief that informed, engaged employers can create better outcomes for themselves, their workers and the scheme as a whole.

Nabeel Nizam

Manager, Return to Work, WorkSafe Victoria

Nabeel Nizam is an experienced workers' compensation and return-to-work leader with more than 15 years of experience across the Victorian workers' compensation system. His career has spanned WorkSafe Victoria, WorkSafe agents, self-insured organisations, and emergency service, where he has held a variety of operational and leadership roles across claims management, injury management, workplace rehabilitation, and return-to-work services.

Currently serving as Manager, Return to Work at WorkSafe Victoria, Nabeel leads strategic initiatives focused on improving recovery and return-to-work outcomes for injured workers. His diverse experience across regulator, insurer, self-insurance, and employer environments gives him a unique perspective on the challenges and opportunities within the workers' compensation system.

Nabeel is passionate about creating positive outcomes for workers and employers through effective leadership, collaboration, and evidence-based return-to-work practices. He is committed to building high-performing teams and fostering systems that support safe, sustainable recovery and workplace participation.

Charlene Borg

Principal Manager, Premium Compliance, WorkSafe Victoria

Charlene is a premium specialist with over 15 years' experience in workers compensation and WorkCover premium. Since joining WorkSafe Victoria in 2011, she has held a range of roles across Dispute Management, Enforcement and Premium, developing extensive expertise in premium policy, compliance and employer obligations.

As Principal Manager, Premium Compliance, Charlene leads the team responsible for ensuring employers understand and meet their premium obligations, while supporting a fair and sustainable workers compensation scheme. She is passionate about helping employers better understand how premium is calculated and how effective injury prevention and return to work can influence premium outcomes.
