Effective occupational health and safety (OHS) regulation requires that WorkSafe provides clear, accessible advice and guidance about what constitutes compliance.

This handbook describes the key elements of the Victorian OHS compliance framework, including:

• the Occupational Health and Safety Act 2004 (OHS Act)
• regulations made under the OHS Act
• compliance codes
• WorkSafe positions
• non-statutory guidance

The handbook describes the objectives, criteria and processes for creating and reviewing regulations, compliance codes, WorkSafe positions and non-statutory guidance.  It also sets out WorkSafe's stakeholder engagement approach.
