Application for a licence to access high consequence dangerous goods (HCDG)
Use this form to apply for a new licence or to renew an existing licence.

What it contains
A blank application form for a licence to access HCDG. Before completing the form, make sure you have the following documents.
If the applicant is an individual:
- A completed Identification form – 100-point ID check.
- A completed Application to conduct a national police check and ASIO security assessment (not required if the applicant has, under the same name, previously undergone an assessment under the Dangerous Goods (HCDG) Regulations 2016 or Dangerous Goods (Explosives) Regulations 2022).
- A completed security plan for the storage and transport of HCDG.
Note: A person is not required to undergo a security assessment, if the person has, under the same name, previously undergone an assessment under the Dangerous Goods (HCDG) Regulations 2016 or Dangerous Goods (Explosives) Regulations 2022.
If the applicant is a company or organisation:
- A completed Identification form – 100-point ID check for the nominated person with responsibility for the security of the HCDG.
- A completed Application to conduct a national police check and ASIO security assessment for the nominated person with responsibility for the security of the HCDG.
- A completed Identification form – non-individual.
- A completed security plan for the storage and transport of HCDG.
If the applicant is a body corporate that is not a public company:
- A completed Identification form – 100-point ID check for the nominated person with responsibility for the security of the HCDG.
- A completed Application to conduct a national police check and ASIO security assessment for the nominated person with responsibility for the security of the HCDG.
- A completed Identification form – 100-point ID check for each nominated director or person in the body corporate’s management.
- A completed Application to conduct a national police check and ASIO security assessment for each nominated director or person in the body corporate’s management.
- A completed Identification form – non-individual.
- A completed security plan for the storage and transport of HCDG.
