Explosives licence: Manufacture, store, sell or import
A licence allowing you to manufacture, store, sell or import explosives.
About the licence
You can apply for individual or combinations of the following explosives licence types:
- manufacture explosives in a factory
- manufacture explosives at a place other than a factory
- fill and cap safety cartridges for commercial purposes
- store explosives at a medium scale storage facility
- store explosives in a magazine (above prescribed quantities)
- sell explosives
- import explosives
If you hold a Victorian licence to operate a major hazard facility, you do not require a licence to manufacture or store explosives.
If you have previously completed an ASIO security assessment through WorkSafe you do not need to repeat or pay for this assessment again.

This licence is valid for 5 years.
Apply or renew the licence
Make sure your form is completed correctly and all supporting information is provided.
You must provide:
- additional supporting documentation required in sections 7 and 9 of the main explosives application
- a security plan including the particulars outlined in Schedule 2 of the Dangerous Goods (explosives) Regulations 2022
- a completed application to conduct a National Police Check and an ASIO security assessment form, including your driver licence details.
- a completed explosives licence reference form
If you are renewing your licence, you should also include your existing licence number in addition to the above.
- If you are an individual, complete the 100 point identification form.
- If you are a company or body corporate, complete the non-individual identification form.
If you have previously completed these identification forms, you do not need to complete them again, unless your details have changed.
You must provide:
- 100 points of identification: at least one with a photograph and signature
- identification showing your date of birth
- 2 verified passport-sized photographs.
You can complete your payment details on the form.
Complete the application form and also provide:
- identification form (natural person or non-individual)
- 100 points of identification (at least one with your photograph and signature)
- identification showing your date of birth
- 2 verified passport sized photographs
- additional supporting documentation required in sections 7 and 9 of main explosives form security plan
- application to conduct a National Police check and ASIO security assessment form, including your drivers licence details
- explosives licence reference form
