High Consequence Dangerous Goods (HCDG) licence
Licence to handle ammonium nitrate.
About the licence
In Victoria, ammonium nitrate and mixtures or emulsions containing more than 45% ammonium nitrate are considered high consequence dangerous goods (HCDG).
Anyone who has access to HCDG must hold a licence for the activity or a permit if working for an employer who holds a licence.
You will need a licence to access HCDG if you import, export, manufacture, store, sell, supply, use, handle, transfer, transport or dispose of HCDG.
Applicants can be an individual, a public company, or a body corporate which is not a public company - different application requirements apply for each type of applicant. See the checklist on the application for more details.

This licence is valid for 5 years.
If you have previously completed an ASIO security assessment through WorkSafe, you do not need to do another one.
Apply or renew the licence
Download and complete the form.
Complete an Application to conduct a National Police check and ASIO security assessment form (including driver licence details).
Complete a security plan (including site map) - see Schedules listed in Dangerous Goods (HCDG) Regulations 2016. Use the following webpages as guidance.

Complete the Reference - Applicant for HCDG or explosives licence form.
You must provide:
- 100 points of identification: at least one with a photograph and signature
- identification showing your date of birth
- 2 verified passport-sized photographs.
- If you are an individual, complete the 100 point ID check form.
- If you are a public company or body corporate which is not a public company, complete the non-individual identification form.
Complete your payment details on the form.
