From 7 July 2025, WorkSafe’s asbestos removal licence application is available only through myWorkSafe.
What has changed?
We will no longer accept applications using the PDF form. You’ll need a myWorkSafe account to apply for, renew or amend an asbestos removal licence. To create an account, visit myWorkSafe. For help creating an account, use our step-by-step guide.
What remains the same?
- Your current licence will still be valid, and your licence number will stay the same.
- You will continue to receive a PDF version of your licence by email. This is the same format you currently use.
- If you have an asbestos removal licence application that is currently being processed, you don’t need to submit a new one using myWorkSafe. It will be processed normally.
About the licence
Use of asbestos is banned in Australia. You must not import, manufacture, supply, sell, use or reuse asbestos or products that contain asbestos. Under the law, there are duties and requirements for managing asbestos in workplaces, working with asbestos and removing asbestos. A licence is required to remove asbestos. There are exceptions for limited asbestos removal work, but this must still be undertaken in accordance with the Occupational Health and Safety Regulations 2017.
Only an employer or a self-employed person can apply for an asbestos removal licence.

WorkSafe restricts licence holders to specific class
WorkSafe may issue licences which restrict asbestos removal licence holders to removing specific types of asbestos-containing material.
A licence holder is required to notify WorkSafe of any asbestos removal work.
There are 4 types of asbestos removal licence classes.
Class A: Asbestos removal licence
The licence holder can remove all types of asbestos.
Class A Specific: Asbestos removal licence
The licence holder can remove specific types of friable asbestos-containing material.
Class B: Asbestos removal licence
The licence holder can remove all types of non-friable asbestos.
Class B Specific: Asbestos removal licence
The licence holder can remove specific types of non-friable asbestos.

About licence fees
Fees for asbestos removal licences are based on fee units which are indexed annually on 1 July. There is no fee for the addition of a site supervisor to your licence.

How to apply
You will need to upload the following documents.
- OHS certificate (Class A licence only).
- Proof of OHS review (Class A licence only).
- Fit for work documentation for each asbestos removalist and site supervisor.
- Evidence of any previous or other asbestos removal licences.
- Evidence of any previous findings of guilt under any occupational health and safety legislation or Environmental Protection Act or regulations.
If you are applying as a company, partnership or trust, you will need to upload one of the following documents.
- ASIC company extract
- Partnership deed, noting all officeholders
- Trust deed, noting all officeholders
WorkSafe also requires detailed information about the following.
- Personal protective equipment (PPE) that the applicant intends to provide to persons engaged in the asbestos removal work.
- Specifications of a hazardous dust class H vacuum cleaner, if you intend to use one.
- Proposed laundering arrangements for any non-disposable clothing used. This includes the name and address of any laundry intended to be used.
- Nominated site supervisors
- For each nominated site supervisor, 6 asbestos removal jobs relevant to the licence type. These jobs must have been completed in the past 24 months. You need to provide asbestos removal job addresses, dates, contacts and quantity of asbestos removed. Each site supervisor must have at least 2 years’ experience in asbestos removal work.
- Site supervisors applying for a non-specific licence type must provide details of having removed of a range of different asbestos containing materials in different quantities.
WorkSafe also requires proof of training for each site supervisor and asbestos removalist under the licence. This can be training certificates from the training provider/institution. Training must meet the requirements set out in regulation 269 of the Occupational Health and Safety Regulations 2017. This would include a course run by an RTO that meets national units of competency for asbestos removal. Where the course is a national unit of competency, provide the specific course code.
- Site supervisors must provide proof of having completed the following training courses, where relevant.
- Remove friable asbestos.
- Remove non-friable asbestos.
- Supervise asbestos removal.
- Friable asbestos removal refresher training, if any (must be from the past 12 months).
- Non-friable asbestos removal refresher training, if any (must be from the past 24 months).
- Asbestos removalists must provide proof of having completed at least one of the following training courses.
- Remove friable asbestos.
- Remove non-friable asbestos.
- Refresher training, if applicable.
For a Class A licence application, you must also provide the following.
- Details of each site supervisor’s 6 asbestos removal jobs. Two of these must be for the removal of friable asbestos inside an enclosure with negative air. Jobs must have been completed in the past 24 months. You need to provide details of asbestos removal jobs, including dates, contacts and quantity of asbestos removed. Supervisors must have at least 2 years’ experience in asbestos removal work.
- A copy of a current health and safety management system certificate, which is clearly related to asbestos removal and is accredited by Joint Accreditation System of Australia and New Zealand (JAS-ANZ).
- Applicants without a health and safety management system certificate must provide a statement from a JAS-ANZ accredited auditor. This must be dated within the past 6 months. The statement must include satisfactory review of the proposed health and safety management system. This should include asbestos removal procedures.
- Details of the person responsible for making sure the certificate is current.
- You will be required to complete a Service Victoria ID check. If you are unable to complete the Service Victoria ID check, you will need to complete a 100 point ID check.
- If you are applying on behalf of a company or body corporate, you will need to upload a non-individual ID form.
- If you are applying on behalf of a partnership, you will need to upload a 100 point ID check form for each partner if the partners are individuals. If the partners are companies, you will need to upload a non-individual ID form for each partner.
- If you are applying on behalf of a trust, you will need to upload a 100 point ID check form for each trustee if the trustees are individuals. If the trustees are companies, you will need to upload a non-individual ID form for each trust.
If you have previously completed these identification forms, you do not need to complete them again, unless your details have changed.

After you submit your application
It may take up to 60 days to process your application.
During your application WorkSafe will make contact with you to organise a visit to your premises to discuss your suitability to hold an asbestos removal licence.
